feat: agregar configuraciones de PhpStorm para intérpretes y herramientas

Se añaden configuraciones en php.xml para PhpCodeSniffer,
PhpInterpreters, y herramientas adicionales como PhpStan y Psalm.
Esta mejora permite definir un intérprete por defecto utilizando
Docker y ajustar tiempos de espera personalizados. (master)
